Semi-Detached Property, Sheffield — CWI Extraction Following Persistent Damp & Mould

1970s semi-detached house, South Yorkshire — mineral wool cavity wall insulation extraction, specialist survey and OSCAR Clearance Certificate issued.

Semi-Detached House 1970s Cavity brick — Mineral Wool CWI Surveyed: March 2024

The Situation

The homeowner contacted OSCAR Onsite following a period of increasing concern about persistent damp patches appearing on the internal walls of the rear elevation of their 1970s semi-detached property in Sheffield. The property had cavity wall insulation installed as part of a government-backed energy efficiency scheme approximately 12 years before, and the owner had never experienced significant damp issues prior to around two years before contacting us.

The symptoms had progressively worsened over two winters, with black mould beginning to appear along the base of the rear bedroom walls and a noticeable cold spot on the external-facing chimney breast wall in the living room. The homeowner had already had a local decorator redecorate the affected areas twice, but the damp and mould consistently returned within weeks.

The property was also subject to a sale transaction, with the buyer's solicitor requesting clarification on the condition of the cavity wall insulation before exchange of contracts.

Reported Symptoms

  • Persistent damp patches on rear elevation internal walls
  • Black mould growth recurring in rear bedroom, base of walls
  • Cold spot on chimney breast wall in living room
  • Peeling wallpaper on ground floor rear reception room
  • Musty smell in rear bedroom, particularly during winter months
  • Higher than expected heating bills over the previous two winters
Referred by: Homeowner direct enquiry — prompted by solicitor request during property sale

Risk Profile

Based on the information provided at the point of enquiry, this property presented a moderate-to-high risk profile for cavity wall insulation failure. The combination of reported symptoms, the property age, the geographic location in an area of high wind-driven rainfall exposure, and the age of the installation all contributed to the pre-survey risk assessment.

Property located in high wind-driven rainfall exposure zone (South Yorkshire)
CWI installation estimated to be 12+ years old — increased risk of degradation
Symptoms consistent with moisture-affected cavity wall insulation
Rear elevation facing prevailing wind direction
Evidence of deteriorating external pointing noted during initial review
EPC recorded "insulated (assumed)" — no prior specialist inspection confirmed

Challenges Identified

1

Active Property Transaction

The property was mid-sale, meaning the survey report was required urgently to satisfy the buyer's solicitor. A tight timeframe added complexity to the scheduling and reporting process.

2

Multiple Potential Damp Sources

Initial external inspection identified deteriorated pointing on the rear elevation and a partially blocked gutter above the affected area, meaning CWI could not automatically be assumed to be the sole cause.

3

Previously Decorated Areas

The homeowner had redecorated the affected areas twice, which had concealed some of the original damp staining patterns and made accurate mapping of affected areas more challenging.

4

Access Limitations

The rear of the property had a conservatory extension which restricted access to part of the rear ground floor elevation for external borescope investigation.

Survey Approach & Findings

An OSCAR Onsite accredited surveyor attended the property to carry out a full CWI Condition Inspection Survey. The survey comprised both an external and internal inspection of the property, using a combination of visual assessment, electronic moisture measurement and borescope camera investigation of the cavity via drilled access points.

Borescope investigation was carried out via four access points drilled through external mortar joints on the rear elevation, allowing direct visual inspection of the cavity and insulation condition. Internal assessment covered all rooms on both floors with an external-facing wall, using a calibrated damp meter to map moisture levels at multiple points.

Key Findings

  • Borescope inspection confirmed mineral wool CWI present — heavily saturated with moisture
  • Insulation found to have significantly compacted and slumped in lower sections, leaving voids above
  • Elevated moisture readings confirmed across all rear elevation rooms on both floors
  • External pointing on rear elevation significantly deteriorated — primary water ingress route
  • Partially blocked gutter confirmed causing concentrated wetting of upper rear wall
  • No evidence of CWI failure on front or side elevations — insulation intact in those areas

Assessor's Note

The investigation confirmed that the mineral wool insulation in the rear cavity had absorbed and retained significant moisture over an extended period. While deteriorated pointing and a blocked gutter were identified as contributing factors, their remediation alone would not resolve the existing moisture content of the insulation — extraction was recommended to fully address the issue.

Solution & Works Carried Out

Following the survey report, the homeowner instructed an OSCAR Onsite accredited extraction contractor to carry out the works. Extraction was confined to the rear elevation only — where insulation was confirmed saturated and failing — with front and side elevations left untouched. All works were technically monitored by OSCAR Onsite.

1

External Defect Rectification

Blocked gutter cleared and re-secured. Full external re-point of rear elevation completed before extraction commenced to prevent further water ingress during works.

2

Strategic Access Point Drilling

Access points drilled through external mortar joints at calculated intervals to enable full coverage extraction while minimising the number of holes required.

3

Industrial Vacuum Extraction

Industrial-grade vacuum extraction equipment removed all mineral wool from the rear cavity. Works carried out by two NVQ-qualified technicians over a single day.

4

Borescope Verification

Post-extraction borescope confirmed all insulation material successfully removed from the rear cavity with no significant residue remaining.

5

Reinstatement

All access points fully repointed and made good with matching mortar, restoring the external appearance of the rear elevation.

6

Technical Monitoring Sign-Off

OSCAR Onsite technical monitoring confirmed extraction completed to the required standard across all areas of the rear elevation cavity.

After Post-Works Condition

Internal rear bedroom — monitored for moisture reduction post-extraction
Internal rear bedroom — monitored for moisture reduction post-extraction

Outcome

Extraction was completed successfully within a single working day. Following technical monitoring sign-off, an OSCAR Clearance Certificate was issued confirming the rear cavity had been fully cleared. The certificate was provided to the buyer's solicitor, satisfying their pre-exchange requirements and allowing the property sale to proceed.

  • Full extraction of saturated mineral wool from rear elevation cavity completed
  • Post-extraction borescope verification confirmed cavity fully cleared
  • External defects (pointing and gutter) rectified prior to extraction
  • OSCAR Onsite Clearance Certificate issued on completion
  • Property sale proceeded — solicitor satisfied with certificate documentation
  • Front and side elevation insulation retained — no unnecessary extraction carried out

OSCAR Clearance Certificate Issued

An OSCAR Onsite Clearance Certificate was issued on completion, confirming that all cavity wall insulation had been fully extracted from the rear elevation and the cavity properly cleared. Accepted by mortgage lenders, surveyors and solicitors as independent documented evidence of clearance.

What This Case Demonstrates

  • Damp, mould and cold walls do not automatically confirm CWI failure — proper specialist investigation is essential before any works are recommended
  • External building defects such as failed pointing and blocked gutters can contribute to CWI problems and must be identified and addressed
  • Partial extraction — limited to areas where failure is confirmed — is often more appropriate than whole-house extraction
  • An OSCAR Clearance Certificate satisfies solicitors, mortgage lenders and surveyors during property transactions
  • An EPC recording insulation as present does not confirm the current condition of that insulation — a specialist inspection is needed

Note for Homeowners

If you are experiencing persistent damp, mould or cold spots on external-facing walls — particularly in a property with cavity wall insulation — the first step is always a specialist inspection, not an assumption that extraction will be required. In this case, only the rear elevation required extraction, saving the homeowner unnecessary cost and disruption.
